The twist is same as that of Shangri-La in James Hilton's LOST HORIZON---those who left it would quickly revert to their real age and condition. Neal Adams used this same device in STRANGE ADVENTURES #216 featuring Deadman.
Ralph Reese broke into comics as one of Wally Wood's assistants, if I recall correctly. He may have worked at Neal Adams' Continuity Associates (as one of the Crusty Bunkers) as well.
Reese is pretty amazing. I really regret now that I didn't read more of the horror comics back in the '70s where his work usually appeared.
